California has passed a second part of a DREAM Act which will allow undocumented students on a path to citizenship to receive state-funded financial aid in 2013.  The law goes into effect January 1, 2013.  The first part of the Act was passed in July and allows undocumented students to receive private scholarships for colleges.  Read the complete article by Michael Martinez, CNN : http://www.cnn.com/2011/10/08/us/california-dream-act/
